Q. Do I qualify for “Right of First Refusal” under the Executive Order for Non-displacement of Qualified Workers under Service Contract Act of 1965?
A. Please view the below links for definition:
The Service Contract Act (SCA) defines a “service employee” as any person engaged in the performance of a covered Federal services contract…
However, it excepts those employees that qualify as a bona fide Executive, Administrative, or Professional Employee as defined in Title 29 Code of Federal Regulations Part 541 (as amended August 23, 2004).

Q. Can I submit my resume or sign an LOI with other companies submitting proposals for the ABSS Contract?
A. Yes. We recommend you show evidence of commitment to all ABSS competitors that you feel meet your salary and benefits. If a competing company reflects your values and will make the commitment to protect your job, we feel it is in your best interest to provide a resume and/or an LOI to those companies as well.
